ROMA (ITALPRESS) – In 2024 the value of the unobserved economy amounted to 218.2 billion, an increase of 0.3% compared to 2023, in the face of an increase in GDP of 3.2%. Its GDP incidence drops to 9.9% from 10.2% of the previous year with a reduction of 0.3 percentage points. This is what emerges from the Istat report on the submerged economy in Italy.
The overall dynamic of the economy not observed is supported by the growth of added value generated by the use of irregular work, which increases by 3.9% (corresponding to approximately € 3.1 billion). Compared to the previous year, the added value due to the sub-declaration recorded a bending of 0.6% (equal to -0.6 billion euros). More marked, however, the contraction of the other components of the submerged: not declared tips and denses decrease by 13.1% (equal to -1,6 billion) compared to 2023. Illegal activities also declined, which recorded a reduction of 0.9% (about -0.2 billion).
Overall, the weight of the economic submerged on added value is higher in the Other Services to people, where it reaches 30.7%, in Commerce, transport, accommodation and catering (18.5%) and in the Constructions (17.7%). On the other hand, there is a lower incidence in Other Business Services (5%), in the Production of Investment Assets (4%) and in the Production of Intermediate Assets (1.4%). In 2024 a significant recomposition of the relative weight of the different components of the unobserved economy emerges. In particular, the share of the added value generated by the irregular employment rose to 36.8%, with an increase of 1.3 percentage points compared to 2023 (35.5%). Conversely, the weight of the added value from sub-declaration drops to 49.3%, from 49.7% of 2023. The other submerged components account for 4.9% of the total economy not observed, compared to 5.6% in 2023. Finally, the progressive reduction of the weight of the illegal economy on the total economy not observed continues.
In 2024 its share was 9.1%, a percentage point below the level of 2021 and 0.1 points less than 2023. In 2024 full-time work units (Ula) under non-regularity are 3 million and 277 thousand, of which 2 million and 396 thousand are employed as employees. Compared to 2023, irregular work increased by 4.6%, equal to just over 145 thousand Ula. In 2024 the added value generated by illegal activities is estimated at 19.8 billion euros, corresponding to 0.9% of GDP; this value includes the induced, i.e. the evaluation of legal assets and services used in illegal production processes. In 2024 there was a decrease of 0.2 billion euros of added value generated by illegal activities. The final consumption of illegal goods and services has also decreased slightly, at 22.5 billion euros, equal to 1.7% of the total expenditure for final consumption.
