ROMA (ITALPRESS) – In 2025, contractual wages grew by 3.1% for the entire economy, identical to 2024. The private sector marks a +3.2%, driven by agriculture (+5%), industry (+3.4%) and private services (+3%). For Public Administration (non-directing) growth is 2.7%. The ARAN, which published the Half-Year Report on the remuneration of public employees n. 2/2025, published according to the data available on 16 April 2026.
The Report analyses in detail the factual remuneration evidence of the Central Functions sector in the period 2021-2023 and photographs the dynamics of contractual remuneration in the year 2025 and the decade 2015-2025. The figure of the PA still does not record the full effect of some important renewals concluded in December 2025 and in the first months of 2026, relating to the three-year period 2022-2024 (Education and Research, Local Functions, Health). On the other hand, it records the resumption of the increased quota of the IVC 2022-2024 from January 2025 and the new IVC for the three-year period 2025-2027, corresponding to 0.6% of the table from April 2025 up to 1% from July 2025.
In ARAN compartments the average annual growth of 2025 was 2.2%, with differences between compartments: the central functions guide the result with +5.4%, thanks to the combination of enhanced IVC, CCNL renewal and according to decree of perequation of the administrative allowances. Education and Research marks +2.8%, while Health (+0.8%) and Local Functions (+0.6%) show more contained increases, waiting for full unfolding of their renewals.
In the decade 2015-2025, the combined growth of private sector contractual remuneration was 16.2%, that of the non-directing PA of 14.9%. Among the ARAN compartments, the combined growth ranges from +17.7% of the central functions to +13.4% of local functions and Education and Research, with Health at +15.7%. The advantage of the central functions is partly attributable to the two decrees for the perequation of the administrative allowances (DPCM 2021 and 2024), which have produced an additional effect of approximately 2 percentage points compared to the other compartments.

The data speak clear: the remuneration in the Public Administration grew by 2.7% in 2025, with already visible effects of the main contractual renewals. But the most significant data relates to Central Functions, where the factual wage growth in the period 2021-2023 reached 13% – about twice what is estimated on the sole basis of formal contractual increments. A result that demonstrates how investment in work organization, career and productivity generate real value for public workers. It should be noted that the Report does not yet incorporate the effects of contracts closed at the end of 2025 and in the first months of 2026 – Health, Education and Research, and Local Functions – whose full impact will be unfolded in the coming months. We are therefore only at the beginning of a virtuous journey.” Thus the Minister for Public Administration Paolo Zangrillo.
