Inps 2026 annual report, pensioners are 16.4 million. The average age grows

ROMA (ITALPRESS) – The number of pensioners is stable. Although they represent the majority of pensioners, women perceive less than half of total pension income, due to historically more discontinuous contributions of lower wages. At 31 December 2025, pensioners were around 16.4 million, of which 8 million males and 8.4 million females. This is what emerges from the Inps 2026 Annual Report. The gross amount of total pensions paid was approximately EUR 371 billion. Although they represent the majority share of the total pensioners (51%), the females perceived 44% of pension income, that is 163 billion euros against 207 billion males. Compared to 2024, the average gross monthly pension income rose by 1.3%.

The amount of income perceived by men was higher than that of women of about 34%. Pension spending has increased, from 347 billion euros in 2023 to 371 billion in 2025. This dynamic is largely due to the evolution of the average amounts, the effects of reassessment and the composition of the benefits provided, more than to a significant increase in the number of pensioners. There are 15.8 million pensioners Inps, 21 million pensions paid, 3.8 million invalidity benefits, 915 thousand allowances and social pensions. The gross amount of the average monthly pension income is EUR 1.885.11, for Inps pensioners rose to EUR 1.905.98.

The average age of pensioners is growing. Overall it passed from 61.7 years in 2012 to 64.7 years in 2025. The increase is particularly evident for old age pensions, whose average age is stable around 67 years from 2020. Early retirement pensions follow a more irregular dynamic: after the maximum observed in 2020, equal to 62.1 years, the average age is 61.7 years in 2025, more affected by outgoing flexibility channels. The average age at the beginning has risen from 57 years and 7 months in 1995 to 64 years and 10 months (+7 years and 3 months) in 2025.

The number of workers pensioners grows rapidly: from about 40 thousand in 2019 to almost 158 thousand in 2023. At the same time, the share of those who resume working in the same enterprise in which they were employed before retirement, confirms the importance of continuity of relations even after formal exit from the labour market. From the demographic point of view, workers’ pensioners have an average age at the age of 64 to 65 and a male prevalence, although the proportion of women is slightly increased over the period. A distinctive feature is the diffusion of part-time, which affects an increasing share of this audience and suggests how post-retirement work is often configure as a reduced-intensive activity. In the territorial context, the distribution reflects the localization of economic activities, with a greater concentration in the regions of the North.

On the economic-patrimony level, the year 2025 closed with a positive operating result of 4.525 million, an improvement of 3,496 million compared to 2024, when it was 1,029 million. This result, net of the allocations to the legal reserves and the reserve fund of the Solidarity Funds, determines an economic deficit of 1,130 million. Due to the result of the financial year achieved and the reduction of the debt for treasury anticipations, the net assets from 35,313 million beginning of the financial year to 42,838 million at 31 December 2025.

Financial management for the financial year 2025 closes with a surplus of 16,818 million, as a difference between 571.210 million for the investigations and 554.392 million for the commitments, due to current balances (13,813 million) and capital account (3.004 million). The financial management of cash, with levies of 561.375 million and payments of 554.916 million, has a positive differential of 6,458 million which, added to the initial fund, determines a surplus of 48,411 million. The administrative surplus amounted to 136,759 million, as can be seen from the algebraic sum between the final cash fund, active residues and passive residues.

It means bringing young energies, enhancing over 55, accompanying companies in innovation paths and sustaining a growth capable of making the social pact more solid,” says Fava.
