Mimit-Mur, Urso and Bernini sign the 2026-2028 Strategic Address Act for the valorisation of knowledge and technology transfer

ROMA (ITALPRESS) – Draw a mapping of the strengths and weaknesses of the Italian innovation ecosystem, strengthen the link between the world of research and the productive one, define a first national organic framework able to set up research, innovation and enterprise system. These are the objectives of the Strategic Address Act 2026-2028 on the valorisation of knowledge and technological transfer signed by the Minister of Enterprises and Made in Italy, sen. Adolfo Urso, and the Minister of the University and Research, Anna Maria Bernini.

“With this address, we wish a completely new approach to innovation policy, achieving a long-awaited turn: we make structural the link between research and industry, strengthen technology transfer and create conditions to attract investments and generate qualified employment,” said Minister Urso. “This strategy will allow us to finally connect all the actors of the system by overcoming the fragmentation of the interventions and avoiding overlays and dispersions, in order to ensure a more effective use of public resources, even in accordance with the objectives of the PNRR”.

“The academic system and the network of Italian research agencies represent a strategic engine of knowledge, innovation and development. The patrimony of expertise, professionalism and scientific capacity of the country is a fundamental resource to support growth and strengthen the competitiveness of the national production system,” said Minister Bernini. “Reinforcing the link between the world of research and that of enterprises means enhancing this heritage and increasing the ability of Italy to face and win the great economic, industrial and technological challenges of the coming years, generating value, qualified employment and new growth opportunities for the country,” he concluded.

In detail, the document introduces a new governance model with the birth of the MIMIT-MUR Interministerial Directing Cabin, a stable and permanent structure that will coordinate policies, tools and resources, ensuring continuous alignment between national and territorial levels. The Act introduces an integrated strategy along the entire chain of innovation value, with the aim of accompanying technologies from research to the market, covering all phases of technological maturity. In this way one of the main structural nodes of the Italian system, which still today hinders the transformation of the results of scientific research in industrial applications, and therefore knowledge of quality in economic growth. The Act also defines the framework for the use of the Technology Transfer Fund, orienting the evaluation of projects financed in order to coordinate, among other things, the activities of the Foundations operating in the field of technological transfer.

“The strategy – we read in a note – is the result of a broad participatory path. Subsequent to public consultation, it collected over 130 contributions from administrations, universities, research bodies, enterprises and stakeholders and was examined by the Conference of Regions and autonomous Provinces, strengthening its multi-level dimension. The adoption of the Act, besides representing a milestone of the PNRR achieved in advance regarding the expiry of 30 June, marks the start of a new phase for the competitiveness of the Italian production system, founded on innovation, coordination and ability to transform knowledge into value”.
