Manovra, Conference of the Regions “Continuing institutional comparison on priority issues”

FIRENZE (ITALPRESS) – The Budgetary Manovra 2027 represents one of the main and current issues of comparison between the Regions, gathered today in Florence as part of the Festival Italy of the Regions during the work of the Financial Affairs Commission of the Conference of Regions and Autonomous Provinces. “The financing of health, under existing legislation, falls from 6.14% of GDP in 2026 to 5.86% in 2028, while the expenditure provided by the DPFP grows more than the fund”: this is the first criticality highlighted by the Financial Affairs Commission of the Conference of Regions. In view of the next Budget Act, the Commission presented a list of priorities by asking the Government, “in a framework of fair institutional collaboration”, to “align the financing of the Health Service to actual expenditure, remove the constraints to the costs for staff and review the provision of the Fund for non-autosufficiencies, which today forces them to anticipate about a billion euros each year”.

“Among the fiscal issues that constitute the second area of intervention identified by the Commission,” the Regions call for “the full implementation of Legislative Decree No. 68 of 2011 and propose, among the main measures, the increase of the fund intended to compensate for the cuts introduced in 2010, the extension of one year of the term for the revision of the scales of the regional additive IRPEF, the replacement of the regional additive on the excise of natural gas The third priority concerns “the post-PNRR phase and the relaunch of territorial investments”. The Regions propose to “destinate to strategic investments, within a plan shared with the Government, the resources deriving from the repayments to the State linked to the cancellation of the regional debt. These measures are accompanied by the request for implementation of Decision No 152/2025 of the Constitutional Court on the investments of the Regions in deficit, as well as the financing of health and energy investments.”.

On the investment plan, the Assessors compared with Gianluca Deveni, Public Administration Director, Advisory and Technical Competence Center of Cassa Depositi e Prestiti. “The Regions consider it necessary to continue institutional comparison with the Government in the preparation of the Budget Law for the year 2027 on priority issues, including health, which constitutes 80% of regional budgets. We have been strongly committed to the completion of the measures envisaged by the PNRR – says Marco Alparone, Coordinator of the Commission Financial Affairs of the Conference of Regions and Autonomous Provinces and Vice-President of the Lombardy Region -. Now a new phase opens. It will be necessary to identify new resources for investments and, at the same time, consolidate and strengthen the reforms and interventions already started, giving continuity, consistency and further impetus to the path undertaken with the PNRR. Only in this way can the interventions be transformed into durable generators of economic, social and institutional value for citizens, businesses and local communities.”.
