Manovra, Fumarola “Serves a long-term vision”

FIRENZE (ITALPRESS) – “Our country needs an industrial policy that has long been missing and that allows us to face disputes before they explode.” This was declared by the General Secretariat of CISL, Daniela Fumarola, speaking today at the Feast of the Foglio in Florence, where he addressed the main economic, social and international knots: from the industrial crisis to the law of Budget, from the proposals of the Green Book of the CISL to the comparison of representation, to the support of Ukraine and the need for a just and lasting peace. “In our country unfortunately we are experiencing a series of industrial disputes and we think that we must definitely face them in the emergency, because they are expected in the emergency. Emergency measures are important, but we must look further. It serves a strategy to prevent crises, protect production chains and accompany industrial transformations before situations become irreversible,” said Cisl. “To the tables of the government, these disputes arrive after they have almost become irreversible for some cases”, the General Secretariat has observed, recalling also the effects of geopolitical tensions and of the dear energy on Italian enterprises. “There is a need for a vision, a broader vision than in so many cases we do not see” emphasized the number one Cisl.

“The most emblematic case is that of the former Ilva. We have been dealing with this dispute for 14 years and, in the succession of governments, we have not been able to verify a solution and an industrial plan that was really up to the wishes, that is to defend the production of steel, but to make it environmentally friendly with a territory that surely paid a very high price in terms of both environmental and health, but also of work”. For this reason – Fumarola added, there is need for a continuous and unemergential comparison, because otherwise we will continue to manage these situations, but without having a long-term perspective.”.

On the front of the Budget Law, the CISL leader asked to focus resources available on the country’s social and economic priorities. “We ask that these resources which are available focus on workers, pensioners, healthy enterprises, those enterprises that apply contracts, which carry out participation, which make investments despite the contingent phase.”.

Among the priorities indicated by the CISL, a particular attention to the middle class: “We continue to ask for special attention to the middle class and increase the rate threshold of 33% up to 60,000 euros. We think it is important to detach the thirteenth, which goes in the direction of helping both workers and pensioners. It is important to confirm the detaxation to 1% of the fruits resulting from decentralized bargaining, because closer to people.” On the social security front, Fumarola stressed: “For pensioners there is a need for full revaluation of pensions. We must ensure that people can regain purchasing power.” From here also the request for return of the fiscal drag, “because in these years has eroded important resources to workers and pensioners and it is right that they are somehow compensated. We also ask that the law on participation should be fully refinanced, because I believe that it is the red thread that holds together all the dimensions we have to deal with.”.

Fumarola also recalled the need to strengthen development and employment policies: “It is important to have even stronger attention than ZES, because it worked. And to support young people and promote employment – he added – we propose the start tax and interventions that facilitate the entry of women into the labour market and their stay”. The CISL leader has therefore relaunched the proposal of the Green Paper and the Covenant of Responsibility for Growth and Social Cohesion. “We want to continue to be a reformist, propositive and moderate union, respectful of the different sensibilities, we have proposed a Green Paper which is a Decalogue of important points that we think must be addressed and we have proposed 120 lines of action, offering this work to all forces, institutions, political forces, parliamentary groups. We believe that, after the PNRR phase, we must respond with concrete actions. We have chosen social growth and cohesion because we think that they are the center of action that those who have different responsibilities should put at the centre of their agenda.”.

Hence the call to counter extremism. “I believe that each one of us must exercise a strong sense of responsibility because it is the time in which we must converge forces on shared goals. We must never ride anger, the concern that unfortunately snakes in our country because economic and social conditions are not favourable. This is why we are continuing to work for an agreement between the social partners on representation and contracts. This agreement arises from a need, that is to correspond to a forecast of the First May decree. Aver put together 14 business associations and CGIL, CISL and UIL, I believe it is very important and I also think it is essential to maintain this model. The aim is to conclude the agreement by November. We will make it available to the government and parties.”.

In conclusion, Fumarola addressed the issue of war in Ukraine, reaffirming the need to continue in support of the Ukrainian people and in the reconstruction of the country. “I am very concerned about distrust of support for Ukraine, because it is probably not considered that the Ukrainian people defended their country, their freedom, but also defended us. And we must continue in infinite support also in reconstruction.” For the CISL leader it is also essential to strengthen the common European defence: “There is a need for a common defence, because individual states can do, but it is likely to fragment interventions.” The goal must be a just and lasting peace, which does not erase the rights of those who have suffered aggression: “Peace, which we say must be just and lasting, does not mean the surrender of those who have been attacked. That is not peace, it is other,” Fumarola concluded.
