Court of Auditors, in 2024 activities of the Revenue Agency – Rediscovery at +7.9%

ROMA (ITALPRESS) – The Board of Directors of the Court of Auditors approved the report on the management of 2024 of the Revenue Agency. In the year under review, the collection activity has recorded a total of approximately 16 billion euros, given in increase of 7.9% on 2023, driven by the ordinary collection, up 39% (10.57 billion), which has more than offset the physiological decline (-24.8%) of the facilitated definitions (5.43 billion).

The programmatic objective has been largely exceeded, with a +29.1% compared to the initial convention (12.4 billion) and a +14,4% compared to the settlement target (13.4 billion). Despite positive cash results, the structural criticality of the residual load of the roles entrusted since 2000, is 1.274 billion, of which 40% (511.5 billion) of difficult or impossible recovery, as linked to competitive procedures, deceased or non-maintaining debtors, and only 102 billion actually exigible through effective collection actions.

The Court therefore welcomes the novelties introduced by Legislative Decree. No 110/2024, which provided for the five-year automatic discharge and anticipated, establishing an ad hoc commission for the previous warehouse, in order to facilitate a structural solution of the problem. The direct state contribution, which counts from 2022 the financing system, is equal, in 2024, to 948.68 million. Despite decreasing by 3% compared to 2023, it solved the previous liquidity criticalities, determining the absence of cash advances, with a significant savings of charges for banking interests. Liquid availability increased to 670.6 million (+28.9%), also thanks to the best conditions of the new treasury contract, with active interests growing from 13,3 to 40.2 million. The year closes with a profit of 13.22 million (-43.7%), entirely intended for the state budget for measures to contain public expenditure.

Net assets amounted to 370.5 million. The costs of staff decrease by 3.5% (486.9 million), also due to the transfer of the ICT branch to Sogei (162 units), while the IT costs increase by approximately 18 million, due to the new architecture of the services. The indicator of timeliness of payments, of negative sign (-16.47 days), finally signals a constant advance regarding the deadlines of invoices. The Court positively assesses the consolidation of the financial balance, linked to the new remuneration system, the strengthening of governance, the growth of operational effectiveness (ordinary recovery and instalments) and the advanced digitization of services. The challenges still open concern the reduction of the historical warehouse, the control of externalized ICT costs, the containment of litigation and the continuous evaluation of cyber risks, with relative cybersecurity measures and resilience of digital systems.
