ROMA (ITALPRESS) – The Public Finance Programme Document “delines a prudent and attentive budgetary framework to the European constraints for manoeuvre and the next three years, reflecting first of all the global, current and prospective macroeconomic framework, with high turbulence, which affects public finances in terms of both requests for support to household income and business balances in the face of inflation, and tensions on public income”. The Court of Auditors notes this during the hearing at the Joint Committees of the Chamber and of the Senate.
“The Italian GDP is expected to grow by just 0.6 percent next year (against 1 percent of the current year) and then rise slightly in 2028-2029, with a 0.8 percent in both years – continues the Court of Auditors -. The DPFP defines the programmatic framework by moving from a tendential scenario that confirms the goal of returning from net debt under the threshold of 3 percent already in 2026 in order to exit from the block of the countries observed special, but incorporates, for the next two years, the use of flexibility spaces, recognized at European level through the national safeguard clause”.
“This choice is motivated by the need to finance increased defence spending and additional energy measures which, while inevitably exerting an impact on public finance balances, does not determine the overcoming of net expenditure growth rates recommended by the Council. The activation of the clause will, however, be partial, since the Document – and jointly the request for budgetary deviation that will be presented in the coming days to Parliament – provides, in fact, a use of the NEC that does not intend to use all the potentially available space, equal to 1,5 points of GDP (about 36 billion euros), but only 0.6 points: 0.3 points of GDP for the defense and as many for energy in each of the two years 2027 and 2028′′.
