NAPOLI (ITALPRESS) – Today at Palazzo Santa Lucia has been signed the Memorandum of Understanding between the Campania Region, Directorate-General for Agricultural, Food and Forestry Policies, and the Regional Commission ABI (Italian Banking Association) of Campania to facilitate access to the credit of agricultural enterprises beneficiaries of the benefits provided by the Complement of Rural Development (CSR) Campania 2023-2027. The agreement aims to make it easier to access the financial resources needed to make investments, helping farms to seize the opportunities offered by European funds. Among the most important aspects, the possibility for participating banks to anticipate in whole or in part the public contributions recognized to enterprises: a solution that will allow farmers to have the liquidity necessary to start the project activities.
“To facilitate access to financial resources to make investments is essential to support the development of agricultural enterprises,” says the Regional Councillor for Agriculture, Maria Carmela Serluca. “Our entrepreneurs often encounter difficulties in finding the necessary sums to start projects and, more generally, in access to banking. Thanks to the newly signed agreement, companies eligible for financing from the Campania Region under CSR 2023-2027 will be able to obtain from the banking institutions an advance of the resources granted, thus counting on a greater financial availability to start the planned investments. We want to ensure that the opportunities offered by European funds are increasingly translated into projects made, and in new prospects of growth for Campania agriculture.” The Protocol represents an important step on the operational level, which consolidates the collaboration between the agricultural sector and the banking system, helping to strengthen the implementation of the CSR Campania. The path envisaged by the Memorandum of Understanding is simplified since it identifies in the DICA – the Individual Decision of the Grant of the Help, the first act with which the Campania Region formalizes the admission of the enterprise to the contribution – the reference document to request the anticipation of the resources to the banks. The provision shall be subject to the conditions laid down by the individual notices and to the assessment of creditworthiness by the banking institution.
“With this agreement we strengthen our collaboration with agricultural enterprises, offering answers closer to the needs of the sector”, says Giuseppe Mario Nargi, president of the ABI Regional Commission of Campania. “The acceding banks will identify referents on the territory, to which farmers will be able to contact to know the financial instruments available. There will also be dedicated services for cash and payments, current accounts on advantageous conditions, and further financing to accompany the investments of agricultural holdings benefiting from European contributions.” Finally, the Protocol provides for the establishment of a permanent table between the Campania Region and the ABI Regional Commission, with the task of following the implementation of the agreement and identifying further possible solutions to improve access to the credit of rural enterprises.
