MEF “Amplified access to credit for families and Pmi at risk wear”

ROMA (ITALPRESS) – The reform of the MEF Fund for the prevention of the phenomenon of wear that renews and strengthens an instrument already present in the territory, based on the action of the Trusts, Foundations and Anti-wear Associations. It makes MEF known. “From its institution the Fund has allowed access to credit for more than 2 billion euros to families and small and medium enterprises in temporary difficulty, helping to prevent the use of illegal circuits.” Thirty years after its introduction, “an update has been needed to adapt it to the new context”. With the Ministerial Decree of 27 February 2026, implementing the Law of Budget 2025, the Fund is therefore strengthened and updated, introducing different innovations.

“First, reform allows more timely monitoring of resource use, also thanks to a renewed information system. Confidence, Foundations and Associations are also enhanced, demonstrating over time the ability to effectively use funds for families and SMEs.” The new discipline, coordinated with the SME Guarantee Fund, simplifys and makes operational rules clearer, now collected in specific operational provisions available on the Treasury Department website.

The reform also extends “the Fund’s scope of intervention by including new operations, such as microcredit, opening up to new funders (financial intermediaries and microcredit operators) as well as banks, extending types and duration of loans, increasing the possibility of direct funding (up to 40,000 euros) by the Confidi and introducing calmed costs (0.50% of the amount) for access to direct SME guarantees and financing”.

On the website of the Department of the Treasury, which manages the Fund, is published the list – divided by region – of trusts, foundations and associations to which families and SMEs at risk wear can apply for the activation of guarantees on loans or for access to small loans. The trusts already enabled according to the previous system will continue to issue guarantees with the Fund’s resources until 31 December 2026. By that date they will have to credit themselves according to the new rules to start further operations. The Foundations and Associations will have until 26 February 2027 to adapt. In the meantime they can continue to operate according to the previous legislation
