It also introduces other very innovative elements: alliances are made before the vote, the coalition comes before the vote, the program presents itself before the vote and also what will be the leader of the centre-right or the centre-left. “This electoral law is a pre-emptive advance. Some have criticized me for that. The premier is another thing. However, this law contains some principles as having a government elected by citizens, which can permanently govern for five years and implement its own programme. The season of governments and governments that lasted twelve months, threatened and blackmailed by small parties, must be left behind. We have not made time to make the premier but this law introduces revolutionary principles for Italy,” Ciriani concluded.
