Confindustria, Orsini “Right to extend the Zes throughout Italy, companies want certainties”

ROMA (ITALPRESS) – “The South must continue to grow, because the whole of Italy needs to travel at the same speed. But now we need a unique Zes for the whole country: we have to unravel the bureaucratic mass, with a conference of the servants who put all the bodies around the same table and have the power to make the investments par-tire”. Thus the president of Confindustria, Emanuele Orsini, in an interview with La Stampa, illustrating the project of the governors: a document addressed to the government that aims to extend to the North the model of “special plans for the industry” in order to accelerate industrial investments. “It is a project that I not only share, but that I subscribe. It is right that this simplification tool is applicable to the whole country, keeping an eye on it for the Mezzogiorno,” says Confindustria’s president. “We need a national direction. Over the years many competences have been rightly transferred to the Regions, but on infrastructure, logistics, energy and industrial policy we need a comprehensive vision. The single governor or the single mayor is to rule such complex issues, especially for their charitable rules and bureaucracy.”.

What is the Zes rule that would extend to the rest of the country? “One: certain times,” Orsini replied. “Since I submit a request, I must know as soon as I receive an answer. The solution is a Conference of services convened in the shortest possible time and the silence-assen-so spent a definite number of days, maximum two months. We do not ask for privileges, but certainties for all.” The incentives “must continue to support the Mezzogiorno. Let’s think of a mayor of a small town. Each decision on a settlement requiring more authorizations entails enormous responsibility, appeals, controls, liabilities disputes. It’s normal that it prevails. If there is a clear procedure, the first citizen is also relieved of many re-sponsibility and the procedure can move forward. Today it happens too often that an institution does not respond in the expected time and remains firm. This is not acceptable,” he concludes.
