ROMA (ITALPRESS) – The Trade Representative Agency of Public Administrations and the trade union organizations representing the Central Functions sector, including the Cgil and with the exclusion of Usb, today signed the agreement hypothesis for the renewal of the Ccnl 2025-2027. The contract applies to approximately 200 thousand employees of ministries, tax agencies and non-economic public bodies. Since 1 January 2027, the average total increase is approximately 162 euro gross monthly for 13 monthly, with a maximum of 221 euro for the area of the highest professionalism.
“For the first time in the history of public collective bargaining, a contract of the Central Functions section is signed within the three-year jurisdiction. It is a concrete signal that the Public Administration can operate in a modern and efficient way, respecting the rules and times that it has given itself,” commented the Minister for Public Administration Paolo Zangrillo. “Restoring purchasing power to public employees and doing so in certain times is not just an economic issue: it is an act of respect to those who work for citizens and the state every day. This contract says that public work has value.”.

Signing a contract during its period of allegiance is not a procedural detail: it is the demonstration that the public collective bargaining system can function in an orderly, timely manner and at the service of workers. A contract is made in two and their representation has been necessary to bring on the table the needs of workers and workers”. “However, what makes me more proud – concludes Naddeo – is the introduction, for the first time ever, of a contractual title dedicated to artificial intelligence. We chose the path of the contract, not the law nor the unilateral regulation, to preside over the rights of workers in the algorithmic era. This means that collective bargaining can still be an instrument of government of innovation, and not just a spectator.”.
The pay structure is divided into three progressive shots, with effect from 1 January of each year of the three-year period. As from 1 January 2027, gross monthly increases on 13 monthly increases are equal to: Area High professionalism, 221 euro monthly; Operating area, 161,80 euro monthly; Area Assistants, 133,20 euro monthly; Operating area, 126,60 euro monthly. The contract introduces (in Articles 12-14), for the first time in the collective bargaining of central functions, a title entirely dedicated to artificial intelligence. The administrations are obliged to inform workers about the adoption of algorithmic systems; it is excluded any automatic decision in relation to employment, economic, disciplinary or evaluative treatment; every act assisted by artificial intelligence is subject to human review and the worker has the right to know the criteria applied and to ask for review. There was nothing like that in previous contracts.
Among other innovations: the contractual regulation of the figure of social media and digital managers; the suppression of the differentiated regime of the holidays for the new hires, with the recognition from 1 January 2027 of the full treatment for all employees; the introduction of the “path of skills” to strengthen the system of training; the strengthening of the overalls for the most vulnerable categories in agile work and remotely. It should also be noted that the new contract includes permits for oncologic screening provided by the Ssn for those who are over 50 years old, which go to add to other health protection permits.
