MILANO (ITALPRESS) – The District of Northern Unico, which brings together the regions of Emilia-Romagna, Liguria, Lombardy, Piedmont and Veneto, has developed a Position Paper unitary on the Draft Report of the rapporteurs of the European Parliament on the Industrial Accelerator Act (IAA), with the aim of contributing to the definition of a European instrument capable of concretely strengthening industrial competitiveness, supporting investments and enhancing European production chains.
For the District it is therefore important to build a common industrial policy, leveraging the strength of the North and the leadership of the territories: real productive ecosystems in which enterprises, innovation and research grow and compete together.
The document was sent today to the Italian Government, to the State-Regions Conference and to all MEPs elected in the constituencies of the five Regions, so that the proposals of the North Manufacturing System can be brought to the attention of the European institutional comparison.
Among the qualifying points of the Position Paper there is first of all the demand for greater involvement of the Regions in the definition and development of the Industrial Manufacturing Acceleration Areas, considering not only large industrial settlements, but also territorial ecosystems composed of SMEs, large enterprises, small mid-cap, enterprise networks, clusters, universities and research centers.
The District also calls for a strong administrative simplification, with clearer procedures, certain authorisation times and interoperable digital tools, avoiding duplication and different applications between Member States. Particular attention is paid to the need to ensure gradualness and greater transparency in the introduction of European requirements, taking into account the effective availability of products and technologies on the market, the complexity of the supply chains and the times necessary to adapt the European production capacity.
This is from the industrial sectors of fundamental importance for the North Manufacturing District, such as the large automotive and component sector. Any derogations will also have to consider the unavailability of the offer, the absence of technically compatible alternatives and manifestly disproportionate costs.
Another central element concerns the principle of subsidiarity: the requirements applied to public support schemes will have to take into account the characteristics of the individual instruments and competences of the European, national, regional and local authorities as well as the needs of individual territorial contexts, avoiding uniform rules that can reduce the effectiveness of incentives.
On the financial front, the document proposes to strengthen the coordination between cohesion policy and European instruments with direct management, providing preferential criteria for the projects included in the areas of industrial acceleration and evaluating an adjustment of the discipline of State aid, with possible increased aid intensity for strategic industrial investments.
The Position Paper emphasises the importance of effective monitoring of the Industrial Accelerator Act, which also takes into account the impacts on SMEs, downstream sectors, employment, investment, competitiveness and different territories. However, the monitoring must correspond to the necessary flexibility of the instruments at the next stage, so as to be able to intervene and adapt the measures if asymmetric effects or criticality emerge in the application.
The Northern Single Manifattural District aims to bring to European comparison the voice of a strongly integrated industrial system, calling for a concrete, proportionate and applicable Industrial Accelerator Act, capable of strengthening the European industrial content, supporting investments and SMEs and combining competitiveness, simplification, gradualness, transparency and subsidiarity.
