Court of Auditors “For FIR you need more accurate financial programming”

ROMA (ITALPRESS) – The central control section on the administrations of the State of the Court of Auditors has approved the report on the Indemnity Fund Savings (FIR), established by the 2019 budget law, with a total financial allocation of 1.6 billion euros in the three years 2019-2021.

The Fund, managed by the Mef, “is aimed at the compensation of the savers, their relatives and the successors mortis causa, holders of shares or subordinate bonds, who have suffered an unjust prejudice, because of massive violations of the obligations of information, diligence, fairness, good objective faith and transparency, from some credit institutions, with registered office in Italy, in compulsory administrative liquidation between 16 November 2015 and 1 January 2015.

The investigation has reconstructed the implementation status of the FIR, highlighting the results of the intervention and the main elements to be taken into account in the accounting and financial context. As at 31 December 2023 “more than 134 thousand questions were received, totalling approximately 1,354 billion euros; further compensation was subsequently settled, totalling approximately 1,355 billion euros.” Approximately 59.3% of total sums were allocated to the Veneto, while the instances were examined by a technical commission, with the operational support of the Consap S.p.A.

The analysis of accounting management has highlighted “the formation of appropriations and an overestimation of the resources for the operation of this Commission, profiles that make more accurate financial planning necessary”. The report also recalls “the integration of the Fund’s budget, laid down by the Budgetary Law 2026, which authorizes a maximum expenditure of 80 million euros (20 million in 2026 and 30 million for each of the years 2027-2028), for the savers whose application had been rejected for incomplete documents or procedures”.

In view of the implementation of the intervention, the Court recommended to the administration, “remaining the verification of the regulatory requirements, to ensure the definition of the new instances as soon as possible, also in order to prevent the formation of further residues on the specific chapter of expenditure”. Finally, “a more accurate estimate of the appropriations allocated to the Technical Commission was requested to ensure financial programming consistent with the actual requirements.”.
