The CGIE towards a new centrality in the institutions

The Chairmanship Committee of the General Council of Italians at the Farnesina from 29 September to 3 October marked further progress in the systematic effort to bring the body back to the centre of the institutions and to ensure that the theme of the national diaspora is not considered marginal, since the compatriots in the world are now 7.3 million, but the conviction that it represents a gold mine for the development of the country is removed in public opinion.

During the fruitful week of work he met the Foreign Committees of the Chamber and Senate and the Budget Commission of Palazzo Madama – from which he will start the examination of the financial maneuver – as well as representatives of the entire parliamentary arc, to ensure that the agenda on citizenship and the safety of the vote abroad approved by the plenary assembly last June will be transposed and have a follow-up, and that they are required to the representation of Italians abroad. Themes on which the CdP will return to compare politics in Rome on 18 and 19 November. The Fifth Plenary Assembly of the Standing State-Regions-PA-CGIE Conference was also called for once again.

In particular, on the reform of citizenship, in Parliament and during the meeting with undersecretary Giorgio Silli (with whom, among other things, the reform of the MAECI was debated), the need to extend the period of one year for the registration of minor children, the theme on which an openness appears, and the need to abandon the limit of dual citizenship. It also looks carefully at the next decision of the Constitutional Court on the retroactivity foreseen by the reform.

The MAECI DGDP addressed the delicate issue of language and culture, which, together with the reform of the General Council and the promotion of teaching the history of emigration, is part of the agenda for the second half of the year. During the meeting, it was noted that many management bodies in the world are very difficult because of the ministerial circular governing the provision of grants for courses abroad. It has also been claimed the need to confront the changes in the sector involving the CGIE in the working tables in this area, similarly to what happened in preparation for the International Conference of Ulyphony, scheduled on 19 November next; event from which the Secretariat of the Italophony should spring, to which the General Council asked to participate. Unbelievable, then, the teaching of the history of the Italian diaspora in schools, an objective to be achieved in 2026, the year in which the 40th anniversary of the establishment of the basic representation of the Italian communities abroad and the seventy years from the mining tragedy of Marcinelle.

Unanimous satisfaction aroused the signing of the interinstitutional agreement with the CNEL, which is a qualitative leap compared to the planned agreement and represents an emblematic passage of the General Council’s commitment to new mobility, incentives for reentry and for the recognition and valorisation of the contribution to the country system of international collectives. The agreement also provides the CGIE with the opportunity to take a further step forward in its incardination path in intermediate bodies, providing it with new action tools. The General Council also strongly associates itself with the initiative of Italy in accordance with the European Parliament, promoted by President Renato Brunetta, to set up a European day in memory of the victims of Marcinelle, which is an important step in enhancing the history of emigration. As regards return incentives, it should be noted that, as a result of the Memorandum of Understanding with the Extraordinary Commissioner for the Reconstruction of Areas affected by the earthquake of 2016 signed last April, an ad hoc subcommittee was set up within the CdP.

The working week also provided the opportunity to organize the internal activity of the General Council: a proposal for a reform of the law establishing the CGIE, to be submitted to the approval of the next Plenary Assembly, to adapt it to the changing needs of the current diaspora, not without having defined the fundamental questions relating to the legal nature of the body and the duration of the mandate regarding that of the Com.It.Es. Not less important, the planning of the next continental assemblies on the territories and the coordination with the Presidents of the Thematic Commissions, with which the future operativity has been outlined, which among other things will see the realization of specific webinars on the subjects of competence, with the involvement of the basic representation.
