Search, Court of Auditors: “We need to overcome the limits of fragmentation on the special supplementary fund”

ROMA (ITALPRESS) – The central section on the management of the administrations of the State of the Court of Auditors has approved the report on the Special supplementary Fund for Research (FISR), managed by the Ministry of University and Research, aimed at financing specific strategic interventions, identified in the National Research Programme (Pnr) and related updates.

Compared to the critical issues of the period 2014-2017, already examined by the accounting judiciary, the investigation has evidenced a regular resumption of the administrative action, with a systematic programming of bands and interventions, suitable to ensure proper use of resources and their proper destination, in line with national and European research programmes.

The clear definition of objectives, selection criteria and monitoring mechanisms with adequate results in the whole time – we read in the document – also has ensured the progressive use of available resources, resulting in the formation of stocks.

The lengthening of the implementation time, especially because of the complexity of administrative procedures, and the failure to conclude projects started from 2019 to 2021, were, however, considered profiles to be careful, so that the experimental results achieved do not lose relevance.

With a view to speeding up the time of implementation and completion of the subsidised projects, the Court therefore recommended the Ministry for leaner procedures, inviting it to resume and complete the draft institution of a National Research Agency, for greater coordination and management of financing activities.

In this respect, the forecast for the draft budget of the 2026 concerning the reorganization of the university research sector appeared, through a three-year research plan, with a three-year programme of funding, which can be updated annually, and the aggregation of the funds in a single budgetary chapter.

These innovations – the Court concluded – will allow to manage resources more efficiently, to complete projects more quickly and exceed the limits linked to the fragmentation of the funds themselves and to the management focused on a single financial year.
