ROMA (ITALPRESS) – The National Federation of Orders of Technical Health Care, Rehabilitation and Prevention (FNO TSRM and PSTRP) intervenes on the reform text of the decree of the President of the Republic (DPR) 328 of 2001, approved in a preliminary manner in the past weeks by the Council of Ministers, expressing criticality on the redefinition of the requirements for access to the profession of Biologist.
The Fno Tsrm and Pstrp points out, we read in a note, “defining in areas already attributed by the legislation in force to other health figures with specific clinical and technical training, such as the Dietist, the Biomedical Laboratory Medical Technique and the Environmental Prevention Technique and workplaces.”.
“This is a theme that directly affects public health and care safety,” says Diego Catania, president of the FNO TSRM and PSTRP. “To attribute to the Biologists, clinical, diagnostic and prevention skills of existing health profiles, means to undermine the guarantee system of our National Health Service.”.
According to Marco Tonelli, president of the National Food Commission of Dietists “it is necessary to define the limits regarding the elaboration of dietary and nutritional plans, especially in clinical contexts concerning the different pathologies, areas in which the approach of the Dietista is indispensable”. Tonelli, moreover, warns: “if the definitive text of the decree remained such, a total and inadmissible overlap would occur between the skills so far never normative of the Biologist “nutritionist” and the already regulated ones of the Dietista”.
Fabio Corbino, president of the National Commission of Biomedical Laboratory Medical Technicians (TSLB), states: “It is necessary to avoid any overlap with the activities already attributed by the norm to TSLB, as well as the introduction of formulations that can generate confusion regarding the skills of our profession and those of other professional figures, such as Biologists and Junior Biologists.”.
Among the requests made by the National Commission, there is also the introduction of specific mechanisms for the protection of TSLB’s own and exclusive competences, in order to safeguard professional responsibility, to ensure the quality of the analytical data and to ensure maximum safety of the assisted. Vincenzo Di Nucci, President of the National Commission of the Technicians of Prevention in the Environment and at Work, recalls the opinion of the Higher Council of Health on 9 June 2026 last: “The scheme does not give the Biologist administrative supervisory powers, inspection or reporting of violations of law. Such publicity functions belong exclusively to the Prevention Technique, which exercises them in the dual role of the Official Public and of the Officer of the Judicial Police”.
The Prevention Technicians therefore ask that this passage be translated into an explicit safeguard clause in the text of the decree, to avoid operational ambiguities. On the normative level, the Federation indicates that the reform of the state examination will have to remain in the boundaries outlined by Law 163 of 2021 and by ministerial decrees 1648 and 1649 of 2023, without redefining the professional profiles beyond the expected perimeter. It also calls for the ban on parcelling introduced by Law No. 43 of 2006 and reiterated by Law No. 3 of 2018, according to which new health functions cannot overlap with skills already attributed to other figures.
For the FNO TSRM and PSTRP, any definitive approval of the text, without the necessary changes, would risk producing relevant social and professional relapses, with a direct impact on the quality of diagnostic, nutritional and environmental control performance. The National Federation, in reaffirming its readiness to the comparison, sent to the Ministries of Health and University a formal request for the establishment of a technical table, with the involvement of the National Federation of Biologist Orders (FNOB), aimed at identifying shared solutions, guaranteeing safety, quality of care and reliability of the health system.
