Pnrr, transmitted to the EU Commission the request for payment of the last installment

ROMA (ITALPRESS) – “With the demand for payment of the tenth and last installment of the PNRR, connected with the achievement of 156 objectives, a path of reforms and investments extraordinaryly virtuous, which saw the Meloni Government and the entire System-Country engaged in one of the most important transformation and modernization operations ever. For the complete implementation of the Plan, several times aligned by the current Government in constructive collaboration with the European Commission to a constantly evolving geoeconomic context and to the real needs of the territories, citizens and enterprises, Italy has completed a work that has no precedent in the history of the Republic, both for the size and for the complexity of the interventions in times of contingent implementation”. The Minister for European Affairs, the PNRR and cohesion policies, Tommaso Foti, says this, in relation to the transmission to the European Commission of the request for payment of the tenth installment of the PNRR, amounting to 28,4 billion euros.

With the presentation of the last payment request, Italy fulfils the framework of the objectives and commitments made in Europe. The request follows the work of the PNRR Directing Booth on 23 September, chaired by Minister Foti, who took note of the achievement of the last 156 objectives, of which 113 targets and 43 milestones, relating to reforms and strategic investments for economic growth and development of the nation.

“With the last payment request, the achievement of the 576 overall objectives of the Plan and the actions implemented with the financial instruments, corresponding to about 12.5% of the entire financial allocation of 194,4 billion euros, – continues Foti – we deliver concrete structural improvements in health, infrastructure, ecological and digital transition, education, culture, employment and social inclusion, but also a new Italian model of governance oriented to the achievement of the final school.”.

Among the interventions of the last installment are investments including: the activation of 1,270 Community Houses and 327 Community Hospitals, of more than 6,000 new beds of intensive and semi-intensive therapy and of approximately 3,200 large sanitary equipment, the supply in the Electronic Health Paper of more than 99% of digital clinical documents and the assistance of more than 566,000 people through telemedicine. More than 153,000 new places were created in nursery schools and nursery schools, built or redeveloped more than 1,100 canteens and 360 gyms, demolished and reconstructed 176 schools and secured 1,600 schools, the 40,000 new students enrolled in ITS and secured over 60,000 new beds in university accommodation, of which 30,000 will be made through the financial instrument. 83% of schools and municipalities have renewed digital sites and services, more than 2.5 million citizens have participated in digital training routes, 284 PA centrals and more than 12,000 public institutions have migrated to secure cloud infrastructures, about 3 million civic numbers have been digitized, about 20,000 schools and healthcare facilities have been connected to ultrafast fiber and 23,000 km2 of territory have been covered by 5G. Over 882,000 people participated in the GOL programme, more than 270 Employment Centres have been upgraded, about 3,200 people with disabilities have embarked on autonomous paths and more than 12,000 homeless people have benefited from reception and poverty contrast.

Finally, over 1,500 rural pharmacies were upgraded and energy efficiency of approximately 2,000 public residential buildings was financed. And again, about 1,700 km of cyclovies were built, upgraded about 4,000 km of railway lines and retrained 73 stations, registered over 3,200 zero-emission buses. 674 cultural sites have been made accessible, valued 4,200 goods, redeveloped 21 villages, realized about 3,300 interventions in small villages and about 730 interventions for seismic safety and the protection of works of art in places of worship.

“To the many investments – we read in a note – there are also several reforms aimed at producing structural and lasting effects on the competitiveness and efficiency of Italy that concern different strategic areas: from competition to simplifications, from incentives to enterprises to reform of the public procurement system, from education to research, from justice to public administration to justice, with the reduction of the average time of payment of the public sector, with the efficiency of the justice system and with the reduction of the civil times”.

“With the tenth and last rata – concludes Minister Foti – the path of the Plan is completed, but he does not exhaust his legacy. The works carried out, the reforms completed and the changes started, together with the financial instruments introduced, will continue to produce positive effects in the coming years. The challenge, now, is to consolidate these results, to ensure the full operationality of the interventions and to value every investment realized, so that the PNRR can be translated into lasting growth, in greater competitiveness and in better services for citizens, families and enterprises”.

As with previous requests for payment, the provision of resources will take place as a result of the assessment process provided by the European procedures, aimed at verifying the achievement of the 156 objectives of the tenth and last installment of the PNRR of Italy.
