Manovra, Urso: “13 billion for renewable energy production plants”

MILAN (ITALPRESS) – The Minister of Enterprises and Made in Italy, Adolfo Urso, announced that “the state budget will make available to companies 13 billion euros to support investments in advanced instrumental goods and energy production plants from renewable sources”.

In an interview with Italy Today, the Minister analyzed the government’s industrial strategy, ranging from the ecological transition to the defense of national production. The end of the “ideological world” in the automotive, Urso claimed, is an Italian success in Brussels in overcoming what defines the “totem of 2035”.

“With the opening to technological neutrality – the Minister underlines – endothermic engines can survive thanks to the use of biofuels. “We have opened a gap in the wall of ideology,” Urso said, stressing the need for a strategic approach to recover competitiveness from China and the United States and guarantee European autonomy over green technologies.

The aim is to develop a European e-car that enhances the excellence of the Italian supply chain. The heart of the incentives lies in the new Transition Plan 5.0, which absorbs and integrates the previous plans for digitization and sustainability. With a budget of over 8 billion euros, the plan will be simplified and accessible to all enterprises, including energy, without minimum investment constraints.

In spite of 2026, a year of technical “purgatory” for the enterprises of the Centre-North awaiting the regime of hyper-mortization, the support will also be guaranteed through the refinancing of the New Sabatini and the Development Contracts. Referring to the former Ilva, the Minister sees “a clear opportunity” for the Italian steel industry thanks to the revision of CBAM and the fight against Chinese dumping through the doubling of duties. At the same time, the future of refining will pass through the transformation of plants into biorefineries, fundamental for the decarbonization of heavy transport and the safeguarding of thousands of jobs.

On the financial front, a reform of the SME Guarantee Fund is planned to facilitate transactive solutions and management of business crisis. Finally, regarding the EU-Mercosur agreement, Urso reiterated Italy’s caution: the signature is slipped to 2026 to complete the safeguards for farmers, despite the treaty represents the potential creation of the largest free trade area in the world.
