ROMA (ITALPRESS) – “It’s March 31, 1993. 11:30. In front of the then President of the Republic, Oscar Luigi Scalfaro, Don Cesare Curioni, head of the chaplains of the Italian prisons, with Monsignor Fabio Fabbri, for years his deputy in this function. The meeting is recorded on the historical portal of the Presidency of the Republic, where all official appointments took place at the Quirinale with the various Presidents who succeeded. What are they talking about in that meeting Scalfaro, Fabbri and Curioni? The prison situation. In fact, President Scalfaro and other top authorities had arrived, a letter of protest of the family members of the mafias held under the 41 bis regime, which still entailed a particular isolation. The relatives of the detainees demanded humanitarian intervention, but at times threatening.” The senator of Forza Italia Maurizio Gasparri, member of the Parliamentary Commission Antimafia, writes this in an article on the newspaper Il Tempo. “The story was confirmed by Fabbri on the occasion of important processes and even the judgments speak of this story – emphasizes the forzist senator -. There are very clear references, on page 2585, in the sentence of the process of the alleged State-Mafia negotiation, where it literally states: “It must be recognized that a series of multiple bills converge to prove that the objective of Quirinale was precisely to foster and promote, through the removal of Amato, a step change, in the sense of a softening of prison policy.” So even the magistrates confirm that he was Scalfaro to remove Amato to replace him with Adalberto Capriotti. The Court of Appealing retraces these events in a phase marked also by the new Mafia attacks, including the massacre of Via dei Georgofili of 27 May 1993 in Florence. It is in that period that then Fabbri and Curioni meeting the Minister of Justice Conso make the name of the magistrate Capriotti, evidently liked to Scalfaro, which then is actually appointed by Conso at the summit of the DAP. In judicial papers, everything is described.”.
“In November 1993, the Minister of Justice Conso decided not to renew 334 hard prison measures for as many mafia prisoners. The attack on Via dei Georgofili in Florence had already caused other victims. Conso, on several occasions, even in judicial and institutional offices he said he had made that decision in complete solitude. It took responsibility for this act – adds Gasparri -. But he also admitted that the decision was taken to “must the tension” – he continues –. Which means it was a sort of concession to the mafia to brake the wave of attacks of the season ’92-’93. A real surrender of the state. The judgments concerning the so dramatic phase of the Republic’s history underline the “propulsive” function of the Head of State, Scalfaro, in that decision. And it is evidenced the function of scapegoat of Nicolò Amato. That refused any assignment that served as “repair” for the unjust removal from Dap. This is the truth of the facts. Which is located in the judicial papers. That emerges from the diaries of the Quirinale and from the statements made by Fabbri and other protagonists of this story. The state bowed to the mob. And Scalfaro, entering roles that were not his, assumed a serious responsibility. You can also indignate relatives and policemen, apologers and commentators. But the reality of the facts is this.”.
“The facts are obvious. Scalfaro entered a matter not his. He summoned the two men. He entrusted them with mediation. He helped to identify the replacement of Amato whose immediate removal he ordered, also confirmed by the words addressed to Amato by Gifuni. In the end, Conso in November 1993 cancels hundreds of 41 bis to go to an action started by this strong hulfarian impulse – writes Gasparri -. Then Conso, as it is used on these occasions, took all responsibility and said he had acted alone. It’s not like that. This was the real negotiation between the state and the mob. This surrender on 41 bis, after the threatening letter of the relatives of criminals. Scalfaro did this. And I’ve been saying that for years and years. Everyone who knows about these things knows this truth. Negating it means going against evidence of facts. Looking at the judgments, the acts of the Anti-Mafia Commission, there is confirmation of what I affirm.”.
