ROMA (ITALPRESS) – Egualia, reads in a note, expresses appreciation for the measures of the Budget Law in support of investments in the pharmaceutical industry, but emphasizes how the planned interventions are not sufficient to solve the structural issues that threaten the sustainability of the production and availability of essential drugs, especially those out of patent. “Increasing investment incentives are a positive signal, but attracting new productions is not enough if conditions are not created to maintain existing ones,” says Riccardo Zagaria, President of Egualia.
“It is necessary to intervene already with this manoeuvre on the pharmaceutical payback, distinguishing the medicines covered by exclusive from those purchased through public competitions. These are deeply different markets: the patented drugs are already subjected to a very strong price competition and cannot continue to support undifferentiated shelf mechanisms.”.
For Egualia, the reduction of the payback provided for companies investing in Italy, although appreciable, does not address this structural imbalance. The association also asks to anticipate to 2027, instead of 2028, the further increase in the roof of the pharmaceutical spending for direct purchases, so as to lighten the economic pressure on enterprises from next year. “The safety of supplies depends not only on future investments, but also on the ability to preserve today the production of essential medicines in Italy and Europe. A drug can cost a few euros. But losing the ability to produce it can cost much more, in terms of industrial autonomy and security of supply. We hope that Parliament will be able to correct the manoeuvre in this direction,” Zagaria concludes.
