Today for a boy between 14 and 18 years the state must demonstrate every time he was able to understand what he was doing: we had already approved in parliament a rule that overturns this principle, i.e. it is assumed that he was able to understand what he was doing except proof contrary, and with the decree of today becomes operational immediately; the initial estimate, which was valid only for adults, can also apply to minors. 500 more soldiers arrive in Milan: they will be at the side of police and carabinieri until the end of the year; moreover for juvenile justice we give more magistrates and more places in the institutes, because the certainty of the penalty is also worth for those who are 16 years old”.
