ROMA (ITALPRESS) – More protections for vulnerable users, narrow on vehicles without insurance, more proportionate and non-vesorship fines, 17-year-old driver’s license, contract for drive cycles, more protection for motorcyclists, greater guarantees for citizens and more road safety resources, recovery of penalties not paid by foreigners and contrast to abandoned vehicles. Here are the main innovations at the center of the comparison between MIT, operators and industry associations.
The ministry, in fact, has sent to more than one hundred operators and associations of the field the working materials of the new Code of Road to complete the consultation process wanted from the Minister of Infrastructures and the Transports Matteo Salvini, with the aim to arrive to a text that is as close as possible to the needs of the motorists, with the safety of the circulation as priority.
The new Code of Road is intended to introduce the obligation for municipalities to join the CUDE platform (European parking agreement for people with disabilities), providing, in the event of incomprehensiveness, the impossibility to use devices for remote sensitization of violations related to private parking and ZTL.
For motorcyclists we work on greater protection on the highway and the possibility, in case of accidents or strong slowdowns, to use the emergency lane, always guaranteeing the passage of the means of rescue. In the study also the introduction of the rule of the right overtaking on the highway: it is intended to apply the circulation by parallel rows on the highways and three-lane highways, which would result in the possibility to overcome to the right.
For propulsion cycles, also used for home deliveries, is the obligation of helmet and marking. Hard line against circulating without insurance. Among the novelties to the study of the MIT, strengthened controls through the data banks of the Motorization and introduction of the digital march ban. In case of no regularization, the first control on the road can take the seizure directly. In addition, measures to combat degradation and abandoned vehicles are also at work.
Simpler and more proportionate to the actual severity of violations, while at the same time providing more severe penalties for uninsured vehicles. Reduction of penalties in case of difform payment. Recovery of unpaid sanctions by foreigners in the five years following the violation. In particular, the possibility of a co-activation against any driver is to circulate in Italy on the vehicle with which the infringement was committed.

Less expected and more guarantees for those who receive a fine. Reduction from 90 to 30 days of the term for the notification of reports relating to remote verifications. More resources from the fines will have to return directly to the road safety. The proposal to the study of MIT provides 70% of the proceeds to the owner of the road, to be reinvested in safety interventions, and 30% to the auditing body for control and notification activities.
