ROMA (ITALPRESS) – “2025 confirms the solidity of ENPAF, but we have entered a new phase: we cannot limit ourselves to administer the existing one, because we must govern an unprecedented and professional demographic transition and already in place. For the first time, in 2025, pension benefits exceeded the subjective contribution, the profession turns, the new entrances are uncertain. So we assume today the responsibility of redesigning our social security system, to continue to ensure fairness, sustainability and protection to members.” This is said by the president of the National Agency for Pharmaceuticals and Assistance (ENPAF), Maurizio Pace, on the edge of the National Council that approved the Budget 2025 together with a series of social and welfare interventions.
The Council gave the green light to the Financial Statements of 2025, which confirms the structural strength of the Board and its ability to generate positive economic results, even in a context of progressive transformation of the social security system. The operating surplus amounted to approximately 218 million euros, while the total amount of the assets reached 3,78 billion euros, growing compared to 3.57 billion in 2024. The liabilities remain contained, in sharp decrease compared to the previous exercise.
“A level of coverage of this magnitude – says President Pace – represents a concrete guarantee for members and pensioners, and a solid basis for future strategic choices.” On the investment front, financial management is one of the pillars of the overall balance of the body. Net financial income exceeds 160 million euros, growing compared to the previous year. The pension balance is still positive: the total contribution is around € 304 million, compared with a pension expenditure of more than 200 million, with a differential still more than 100 million, although in progressive reduction.
In addition to the approval of the budget, the National Council adopted some amendments to the Social Security and Assistance Regulations, with the aim of adapting the system to the increasing plurality of professional paths and to the evolution of the contribution and demographic scenario. The measures introduce instruments of greater inclusion and contributing flexibility, in line with the evolution of the sector.
“It is time to move from the logic of the obligation to that of belonging – says President Pace –: ENPAF is not a fulfillment, but an instrument of solidarity protection that already today many members of solidarity use widely, and to which we ask to join with conviction.”.
The overall picture therefore highlights a solid hold of the body, but also the start of a structural transformation of the relationship between contribution and performance, influenced both by the demographic dynamics of the category and the changes in organizational models of the profession. “Proper to these changes – President Maurizio Pace concludes – offer a first response to the regulatory changes approved today by the Council, but also the new measures being studied, and in some cases already in progress, in dialogue with the competent ministries.”.
