No registration is required: the event is open and free, and anyone can join simply by presenting themselves on the spot, with or without an elaborate hat.
There is, of course, a significant impact on travel: NYPD traditionally has the closure of Fifth Avenue traffic between 47th and 57th Street for most of the day, as well as restrictions on adjacent crossroads, particularly between Madison Avenue and Fifth.
