Bankitalia publishes the strategic plan for the three years 2026-2028, Panetta: “A measure of our ambitions and abilities”

ROMA (ITALPRESS) – The Bank of Italy publishes the Strategic Plan for the three-year period 2026-2028, which defines priorities and action lines to address a complex external context, characterized by geopolitical tensions, risks of fragmentation of the global economy and profound technological transformations. In this scenario, the ability to act proactively with respect to changes in the context and external shocks becomes essential, while at the same time strengthening the effectiveness of institutional communication and commitment to energy and environmental transition.

A central role is attributed to the valorisation of human capital and to the responsible adoption of artificial intelligence, to improve the quality of institutional services, to make operational and decision-making processes more agile, to reduce the burden of self-administration and to ensure solid risk management requirements. Digital services offered on the territory will also be strengthened, in line with the reform of the network of branches.

In the field of payment systems, the Bank will be engaged in the development of the digital euro in the Eurosystem and will carry out innovative initiatives such as Appia and Pontes for the integration of blockchain technology in regulatory platforms. In the light of technological changes in the financial system, it will continue the strengthening of stability over intermediaries, anti-money laundering and customer protection, in particular in the face of the emerging risks from the evolution of Fintech.

The Bank’s cyber resilience and payment and market infrastructure will also be strengthened. “The strategic plan is always a precious opportunity to reflect on the aims of our action and the most effective ways to pursue them. It is, ultimately, a measure of our ambitions and abilities,” says the governor of the Bank of Italy Fabio Panetta, in the attached letter.

“For the Bank – he adds – it is essential to be able to react with readiness to the demands coming from the outside, both on the plan of analysis – through an increasingly integrated and intensive use of data, non-traditional ones, the use of advanced pre-visive tools and the ability to quickly intercept possible structural changes – both in the exercise of its institutional tasks. This requires more agile decision-making and more flexible resources. The strategic plan – concludes Panetta – outlines an organic framework of our priorities and will result in measures that are measurable and monitorable over time, assisted by a clear responsibility system, by a punctual definition of roles and competences and by verification mechanisms suitable for ensuring consistency and credibility”.
