ROMA (ITALPRESS) – To double from 15 to 30 million the citizens’ audience covered by supplementary health, to reorder with a single text a sector today fragmented and move the center of funds from duplication of public performance to prevention and Long Term Care. These are the cornerstones of the autonomous resolution tabled by the President of the 10th Senate Commission (Social Affairs, Health, Public and Private Work, Social Welfare), Francesco Zaffini, at the end of the survey on supplementary forms of social security and health care.
The document – an act of address that engages the Government – moves from a photograph of the sector. Today only 24 per cent of the population is covered by supplementary health, against an average of the European Union indicated at 75 per cent, with an average contribution per beneficiary of 190 euros in front of 260 European euros. The cover is also socially unbalanced: mainly the employees protected by collective bargaining, while pensioners represent just 3 percent of the members of the funds while expressing the greatest need for care. On the expenditure front, the text recalls that private health has touched in 2022 the highest value of the historical series, 41,5 billion euros; considering also the approximately 25 billion destined to social-assistance benefits, the expenditure supported by citizens ‘of own pocket’ would be around 70 billion, of which only 5 intermediates.
Seven commitments required for the Executive. On the side of the widening of the audience, the resolution indicates the contrast to the contribution elusion – today only 55 per cent of private workers is covered, because of enterprises that do not pay to the funds as set out by their respective GCC – with the introduction of a contitularity of funds on the recovery of the omitted contributions, also in collaboration with the Labour Inspectorates; the extension of the contractual health plans to the households; the maintenance of the inscription
On the regulatory side, the text calls for homogeneous and more stringent measures in the field of transparency and reporting, a single text recomposing “a regulation now too fragmentary and lacunosa”, the strengthening of the Observatory and of the Anagraph at the Ministry of Health, more organic forms of coordination with IVASS and Agenas and a remodelling of the areas of operationality of funds, so that extra- LEA have more space in health plans.
The resolution lays down an explicit perimeter: the reform will have to configure supplementary health as a means of integration “with and” the National Health Service, in a logic of subsidiarity and without questioning the fundamental principles of the SSN, first of all that of universality. Finally, the last commitment asks the Government to accompany the reform with an assessment of its ‘social convenience’, so that the Parliament may have elements to determine whether the public resources used in tax advantages to members produce benefits greater than those obtainable while maintaining the same resources in general taxation.
The text will now be submitted to the Commission’s vote. Once approved, it will constitute the line of address of the Government in view of a reform that Zaffini has repeatedly indicated as feasible to current legislation.
