Nearly 6,300 New York families will not miss the rent voucher

Nearly 6,300 families in New York who risked losing by the end of the year the lease with which they pay a portion of the rent will continue to receive assistance. The Federal Department for Housing and Urban Development, HUD, decided to convert the Emergency Housing Vouchers still active in Tenant Protection Vouchers.

The Emergency Housing Vouchers were created in 2021 with the American Rescue Plan and were intended primarily for homeless people or at risk of becoming, victims of domestic violence and other particularly vulnerable categories. The Congress had allotted $5 billion to provide that they could be used until 2030, but in 2025 HUD had announced that the resources would be exhausted much earlier. In New York, vouchers are mainly administered by the New York City Housing Authority (NYCHA) and the Department of Housing Preservation and Development (HPD).

The solution came with the new layout published by HUD: families who at 30 September 2026 had an active Emergency Housing Voucher and a lease support contract can be transferred to a Tenant Protection Voucher by 31 December. They will not have to register again to a waiting list, submit to a new selection or leave the apartment where they live.

In New York, the passage still concerns 6,273 households, after NYCHA and HPD had already managed to transfer a few hundred to other forms of assistance. The new vouchers will be included in the Housing Choice Voucher Program, commonly known as Section 8. In general, the system allows families to allocate about 30 percent of their home income, while the subsidy covers the remaining part of the programme.

To finance the HUD transition, it will use a portion of the US$600.6 million made available nationally for Tenant Protection Vouchers. The local authorities must now verify with the federal government the definitive number of families to be transferred, while the allocation of funds is scheduled in December.

There remains uncertainty over the next period. The resources provided for in the new provision cover directly December 2026; from 2027 HUD foresees that vouchers are financed through the normal renewals of the programme, but depend on the appropriations approved by the Congress. For New York families, the decision eliminates the immediate risk of losing assistance at the end of the year.
