Musumeci “In Italy 800 municipalities without civil protection plan”

CATANIA (ITALPRESS) – “We do not realize how important it is to have a civil protection plan.” The Minister for Civil Protection and the Policies of the Sea, Nello Musumeci, said this, intervening in Catania. “In all of Italy there are about 800 municipalities who have not yet thought of creating a municipal plan and even those who created it did not think of updating it, which should be done every three years.”.

Musumeci reiterated that the government’s line focuses mainly on prevention. “The slogan of this government is not only to manage emergencies, it is not only to reconstruct after calamity, but above all to prevent.” According to the Minister, preventing should not be limited to structural interventions. “It is not only necessary to think about infrastructure, reinforced concrete, but also about training prevention, which begins from primary schools and children”. The Minister of Civil Protection has linked the issue to climate change: “We need to prevent in a very changed context and, if the climate changes, it is clear that it must change our relationship with the territory.”.

Commenting on the data relating to Sicily, where 391 municipalities on the island, 133 must update the civil protection plan and 74 are still without it, he said: “These data confirm that, even at the administrative level, we often do not realize how important it is to have a civil protection plan in each municipality, that the operating instrument. As soon as the emergency is taken, the Coc is called and the first thing is to open the municipal plan of Civil Protection, to understand which are the vulnerable areas, the rest areas and those in which to carry out a possible field hospital. All this unfortunately is not always possible where the instrument is missing.” And launches an appeal from Catania: “It needs a new culture of prevention. The obstacle is not material, it is not physical, it is a cultural obstacle, on which we have to work a lot.”.
