ROMA (ITALPRESS) – The President of the Republic Sergio Mattarella, has promulgated today the law “Institution of the national day of the recycling of the Charter”, transmitted from the Senate on 12 October, sending to the President of the Senate of the Republic, Ignazio La Russo, and to the President of the Chamber of Deputies, Lorenzo Fontana, the following letter: “I have been subjected today, for the promulgation, the law, approved by both Chambers, which establishes a national day for the recycling of paper: there are no obvious profiles of unconstitutionality I have provided for its promulgation, as well as, a few days later, it happened for the law establishing the national day of wonder. However, I would like to point out that the number of laws establishing days to report values, events, intentions, emotions or aspects of life is dizzyingly increasing, without any homogeneous criteria having emerged in this regard: in the last three Legislature they have been approved – establishing the relative days – thirty-six, of which twenty during this Legislature. In addition to national holidays, the number of these days is now fifty-one: most of them – with standardised formula – involve the promotion of initiatives by offices and public bodies, especially schools, and sometimes even universities, providing that they carry out teaching or dissemination activities on the theme of the single law. Among this high number of dedicated days – the head of the state was obsessive – there are some who carry out a significant task of memory or a valuable message but not all appear to have the same draw. It also becomes more and more difficult, even more difficult, to ask that schools can fulfill all the tasks entrusted to them by these numerous and different legal provisions, except that they think to affect, reducing it, on the time actually intended for teaching school subjects. I therefore urge the people to contain in reasonable terms the tendency to increase the dedicated days, whose number, moreover, makes it impossible in fact an authentic efficacy of their forecasts, which could be adequately pursued through instruments other than the law,” Mattarella concludes.
