ROMA (ITALPRESS) – The Council of Ministers approved the Bollette Decree, which contains a series of measures to contain the energy price.
“Today the government has approved a very significant measure that touches one of the priorities we had given at the beginning: do everything possible to reduce the weight of bills on families and businesses. It is a decree that will have a significant impact, which will guarantee savings and direct benefits for families and businesses in the order of more than 5 billion euros”. So the President of the Council, Giorgia Meloni, in a video on social media.
“The first chapter of the decree launched today by the Cdm concerns support for families who are most in difficulty. We also intervene on the social bonus that we have recently upgraded and that today reaches 2.7 million vulnerable families, to them a discount on the electricity bill of 115 euros a year that adds to that of 200 euros we had already foreseen, bringing total support to 315 euros”, he added.
“We have predicted a recognition in terms of visibility to energy companies that decide to reduce the bill with a voluntary discount of at least 60 euros a year for families with an Isee up to 25 thousand euros and that they do not accept the social bonus,” he added.
“As we promised, we took care of reducing the general system charges, a voice that weighs very significantly on the cost of bills. There are many measures provided for in the decree, two main ones: the first is the cut of the payment times of the system charges that energy companies are required to pay to the state; the second is the increase of the Irap of 2% on the companies that produce, distribute and supply energy and energy products”. “We use the resources made to break down the system burdens that weigh on bills of more than 4 million companies. We also help companies that consume gas for their productions by reducing transport charges and other tariff components,” he added.
“We have built a mechanism that effectively introduces the decoupling of the electricity price from that of the gas. With this decree the government decides to make another structural choice that I consider very courageous that will have a decisive impact on the cost of bills. The standard deals with the issue of Ets rights costs, which today contributes to keeping prices high, Ets are a fact-based tax on the most polluting methods of energy production such as fossil fuels. This has its own logic, the problem is that we also take account of the Ets to determine the price of all forms of energy, even the renewable ones that this tax does not pay. We want to see the cost of Ets from the determination of the price of renewables, such as hydroelectric and solar, to lower costs,” he then announced. “It is a rule that will need EU authorization and that is consistent with the commitment we are carrying out in Europe because, together with other nations, we are trying to relaunch the competitiveness of our companies,” he adds.
“We build a public platform that allows companies, even smaller ones, to aggregate to buy directly from producers the energy they need by getting rid of from the current market, therefore also from speculation.” “This will allow, by leveraging the Ppa market, to lower the energy price also thanks to the guarantee of the state – he concluded -, thanks to the role of Gse and Sace. We are confident that this system can generate important and lasting benefits over time for our businesses.”.
PICHETTO “RISPARMI EFFETTIVI PER COMPETITIVITA’ E CRESCITA”
Lower household bills, contain energy costs for the competitiveness of enterprises, support the transition to renewables and innovation: these are the objectives of the decree approved in the Council of Ministers, on proposal from the Minister of the Environment and Energy Security Gilberto Pichetto Fratin.
“With this measure, which is worth more than three billion euros – explains Minister Pichetto Fratin – we intervene on an absolute priority: to guarantee energy at lower prices for families and businesses, with actual savings. The government has once again chosen the path of concreteness, for the competitiveness of the country system and for economic growth”.
For vulnerable groups, who already perceive the social bonus from 200 euros a year, the measure provides in 2026 a discount in bill up to 115 euros. Families resident with ISEE less than twenty-five thousand euros per year can also obtain discounts in bills, on impulse of the sellers.
Another area of the decree is the support for small and medium-sized enterprises, with the revision of the incentive mechanisms of the Energy Account, changes of the time of payment of the charges by the distributors, measures to decouple the price of electricity from that of the gas to guarantee renewable energy at reduced prices, promoting the use of the “Power Purchase Agreements”.
In support of households and enterprises, with the aim of containing the impact of bills, a mechanism is envisaged to reduce the cost of electricity production by thermoelectric plants, together with the rationalization of the system of minimum prices guaranteed for bioenergy. Measures are also envisaged to strengthen competition in wholesale markets.
To allow a reduction in the price of the gas, a liquidity service managed by SNAM is activated, which will allow to eliminate the current differential, higher than about two euros to the megawattora, between the Italian virtual exchange point (PSV) and the European gas price (TTF). It is also planned to sell stored gas on the market and a “gas release”, with the aim of supporting industrial end customers.
They find room in the measure a rationalization of the procedures for the realization of the “Data Center” and for the acceleration in the development of renewables, with a norm to avoid the “virtual saturation of the network”.
