ROMA (ITALPRESS) – “The day of study “The clinic of the Constitution. The role of Parliament at the threshold of the XX Legislature in the memory of Silvano Tosi at 100 years from birth” is an important opportunity to discuss the role of Parliament and offers the opportunity to reflect on the procedures that mark its activity, the focus of democratic dialogue through which the representative mandate entrusted by citizens is implemented.” The president of the Republic, Sergio Mattarella, writes this in a message sent to the president of the Alunni Association of the Seminary of Parliamentary Studies “Silvano Tosi”.
“The reference in the title of the event to the “Clinical of the Constitution”, an expression dear to Silvano Tosi, recalls that Parliament is a living place of practice, procedures and responsibility, in which the quality of democracy is measured daily. In the centenary of his birth, Silvano Tosi remains a fundamental point of reference to read, with a rigorous and still current look, the evolution of representative institutions – Mattarella continues. Formed at the Institute of Political Science “Cesare Alfieri” in Florence, an illustrious scholar of parliamentary law, he gave full academic dignity to the discipline, becoming the first professor. Lecturer and journalist, attentive observer and lucid commentator of the country’s institutional events, Tosi also brought his competence to the institutions: he was a member of the Higher Council of the Magistrature”.
“To Silvano Tosi, together with Giovanni Spadolini, Paolo Barile and Alberto Predieri, is also the idea of the Seminar of studies and parliamentary research, created in 1967 as an innovative didactic method based on the synergy between university research and technical-institutional experience. The Seminar, today entitled to his memory, attests the continuing vitality of his teaching – concludes the head of the State -. To the authoritative speakers and to those who participate in this day of study, I express the wishes of a profitable work”.
