Aran, signed the contract of the health sector for over 592 thousand employees

ROMA (ITALPRESS) – Aran and all trade union organizations representing the health sector today have signed the hypothesis of agreement for the renewal of the National collective agreement of work 2025-2027. The contract covers 592,638 employees of the National Health Service, including nursing, technical-sanitary personnel, rehabilitation and prevention, administrative and support services.

On the economic level, the agreement provides for an average overall increase of 209 euro gross per month, which rises to 240 euro for nursing staff. The average arrears, calculated at 31 October 2026, amounted to 1,226 euros for the whole sector and to 2,300 euros for the nurses. “It’s a result that goes beyond numbers, though significant. Renewing public employment contracts within the period of vigence, and not years after the expiry, shows that the public collective bargaining system can work in an orderly and timely manner,” says President Aran, Antonio Naddeo.

“Health is the largest sector of public employment and the most exposed sector: this is where the relationship between citizens and the state is measured every day. The additional resources allocated to nursing staff and to those working in the emergency recognize professional specificities that it was right to value in a structural way, exceeding the logic of episodic interventions. A thanks goes to all the collaborators of Aran – technicians, lawyers and economists – who made this path possible, and to the trade union organizations, who have been able to hold together demands and responsibilities. There is then a decisive point for the future. Even in Health we have chosen to regulate the use of artificial intelligence by contractual means: from the prior information to the employee to the prohibition of entrusting to automated systems decisions on the working relationship without effective human intervention, up to the right to know in a understandable form the criteria affecting the assessment of the performance. The fundamental principle is that the responsibility of those who decide cannot be delegated to an algorithm. When artificial intelligence enters the organization of services, the assignment of objectives and the measurement of performance, the rules must be defined in the contract, where the rights are negotiated and enforced. It is a demonstration that collective bargaining can govern innovation rather than subjugate it. With the signing of today the framework of the agreements on all four compartments of the 2025-2027 contract, after the agreements reached for Central Functions, Local Functions and Education and Research. For the latter, the economic part and the appropriations provided for by the Budget Law are already improved, while the definition of the regulatory part continues,” concludes Naddeo.

The hypothesis of agreement will now be transmitted to the competent supervisory bodies for the certification of economic and financial compatibility, pursuant to Article 47 of Legislative Decree 165/2001. The final subscription will be successful in the procedure.

SCHILLACI “CON RINNOVO CONTRATTO PROSEGUE VALORIZZAZIONE SETTORE”

The signing, this afternoon, at the Aran, of the hypothesis of agreement for the renewal of the contract of the section Sanità 2025-2027 “represents an additional important sign of attention towards a strategic sector for our nation which is the health one”. So the Minister of Health, Orazio Schillaci. “This government has made a precise and incompetable choice, to quickly carry out contractual renewals. Because – the Minister continues – renewing contracts within the period of vigence and not when they have largely expired, as in the past, means to recognize concretely, not only in words, the importance of those who work in a delicate sector like that of health. It also means protecting the rights of those who, every day, work in defense of the health of all of us citizens”. The “just economic valorisation of the staff, together with the organizational measures that we have implemented in recent years, makes the sector more attractive. The work we have undertaken continues: we want to carry out the economic valorisation of staff with the next budget law. I thank the Aran, the trade union organizations and the Minister Zangrillo for the work done and for the result achieved”, concludes Schillaci.
