The minister then recalled that “there is no specific calamitous event that can be traced back to the competences of the national civil protection service: The Civil Protection Department does not have air quality skills, nor in terms of monitoring systems or in terms of allertization. The drafting of the air quality protection plan is part of the regional competences.”.
