ROMA (ITALPRESS) – The National Council of the National Agency for Pharmacists (Enpaf) today approved the budget of forecast 2026, confirming the economic and financial solidity of the body and opening a new course based on transparency, responsibility and long-term vision. I open the work of the Council – to which the Undersecretary participated in the Ministry of Health, Marcello Gemmato and with the participation of the representatives of all the members of the category: Federfarma, Sunifar, Assofarm, Farmacie Unite, SIFO, Sinafo, National Federation Parapharmacies and Unaftisp, involved with the spirit of starting from the beginning of the new consiliatura an operating table of reforms – President Maurizio Pace renewed the gratitude for the confidence received from his colleagues who elected him, and recalled the composition of the new Board of Directors: Rachele Aspesi, Daniela Cremona, Luciano Diomedi, Vincenzo Danilo Lozupone, Vincenzo Santagada, Paolo Savigni, President FOFI Andrea Mandelli, ministerial representatives Vittorio Carparelli and Vladimiro Grieco, with Eugenio Leopardi elected Vice President. For the first time, the ministerial components are young colleagues: a signal of renewal and generational opening. Peace also thanked the outgoing Council and President Emilio Croce. The budget 2026 provides an operating profit of more than 132 million euros, confirming a positive trend. Resources for social security, welfare and integrated welfare are growing. In 2026, the integrated welfare costs will increase from 7.6 million in 2025 to more than 8.7 million euros, and thanks to the EMAPI Convention, all members – including those who pay the only contribution of solidarity – will be able to access benefits such as Integrative Health Care (ASI), Long Term Care (LTC) and Temporanea Dead Case (TCM). Expenditure for pensions, which will exceed 210 million euros, and that for direct assistance, amounting to more than 3.2 million euros in 2026, to which will be added more than 1 million euros for motherhood. A slight decrease in the social security balance, which goes from 93 to 90 million euros, but remains solid, confirming the sustainability of the body. Subjective contributions exceed €201 million, to which €3.2 million of assistance is added, and over €15 million for 0.5% contribution. For the coming year, a reduction in the contributions of assistance and maternity allowances is also foreseen, as is possible by the surpluses acquired in previous management: an intervention immediately perceived by the members, and consistent with the goal of building a more fair system and close to the pharmacists. In his speech, President Pace outlined the strategic direction of the Body: “I welcome this mandate with a sense of responsibility – he said – and with the commitment to lead a transparent Enpaf, close to colleagues and capable of facing demographic, social and professional challenges. Sustainability is not guaranteed by cutting, but by building equity, innovation and trust”. Peace then highlighted the changes in place in the welfare systems: Aging of the population, dropping births, increasing social needs. In this scenario, Enpaf will aim to combine social justice, sustainability and performance adequacy, rejecting emerging approaches based on linear cuts. Particular emphasis has been given to the issue of social security reform, with several references to the new Presidency’s programmatic lines: the revision of the calculation criteria of pensions; incentives to continue the activity beyond retirement age; the strengthening of supplementary pension through Health Fund and voluntary forms; the evaluation of a mixed contribution model, partly as defined and partly as a contribution. Among the absolute priorities also young pharmacists, to attract and encourage through measures such as early Enpaf enrollment for students of recent years, with reduced contribution; Honorary loans to under35 for training and professional activities; the strengthening of parental measures; dedicated savings and investment plans; and finally the birth of the Youth Observatory, which will guide the policies of the institution according to criteria of listening and participation of young pharmacists. Several proposals also for pensioners, defined by President Pace “living reminder of the profession”. For them we think about the creation of a category characterized with symbolic contribution, the start of a Pensioned Observatory, and finally to a further revision of the criteria for adjustment of pensions, already today revalued 100% of inflation: a unicum among the health professions and not only.
